A first subclass 462 applicant needed to be outside Australia when applying, while a second 462 applicant could apply in or outside Australia but not in immigration clearance.
The required location depends on whether the application is for a first or later Work and Holiday visa. The application must also be made using the correct form and in the required way for the applicant's passport country.
