Home Affairs looks at whether your planned stay matches a real temporary visit and whether you are likely to follow the visa rules.
Home Affairs may consider your previous visa history, whether you followed earlier visa rules, whether you can support yourself without working, and whether your planned activities fit the Visitor visa.
Other relevant matters can include your work, study, family and financial ties outside Australia, your ties in Australia, your travel history, the reason for the visit, how long you have already spent in Australia, and whether you hold or have applied for another visa.
Having another visa application does not automatically mean a Visitor visa must be refused. The key issue is still whether the visit itself is genuinely temporary and fits the purpose of the visa.
