Short answer
The subclass 407 Training visa is for a person coming to Australia to take part in an approved occupational training or professional development activity.
The 407 process normally has three linked stages: sponsorship, nomination and the visa application. The sponsor is connected to the proposed training activity, and the visa applicant applies after the relevant sponsorship and nomination requirements are dealt with.
Commonwealth agencies are treated differently for nominations. They still need to sponsor the person, but the policy material indicates they are not required to make a nomination application in the same way as other sponsors.
