Short answer
Eligible family members can usually apply with the primary subclass 407 applicant or apply later as subsequent applicants.
A family member needs to meet the relevant member of the family unit requirements. If a family member was not included at the start, the applicant may be able to continue with the existing application while the family member applies separately later, or may withdraw and reapply with the family member.
Family members cannot be granted the visa before the primary applicant is granted. Health insurance is also relevant for both primary and family applicants while they are in Australia.
