Short answer
A bridging visa application must meet the application requirements for that bridging visa class before Home Affairs can consider granting or refusing it.
The validity rules depend on the bridging visa type. Each bridging visa class has its own application requirements.
If an application is not valid, it cannot be considered for grant or refusal. Even if an application is valid, the person still needs to meet the criteria for that bridging visa before it can be granted.
